Tollgate Review: A Quality Gatekeeping Mechanism for Six Sigma Projects

Each DMAIC phase concludes with a Tollgate review to confirm the quality of work completed and that the project direction is correct before proceeding. This article explains that Tollgate is not a mere formal review, but a critical mechanism to keep the project on track and prevent the project from going astray.

Scenario

Your DMAIC project has reached the Improve phase, and you discover the solution will cost 2 million, but the anticipated savings are only 500,000. It's at this point that you realize the direction was wrong, having wasted three months in vain.

If there had been a serious Tollgate at the end of the Define phase, the lack of business benefit should have been discovered at the very first gate.

What is a Tollgate

A Tollgate (gate review) is a formal review meeting at the end of each DMAIC phase.

Core Concept: It's like a highway toll booth – if you don't pay the toll (meet the standards), you cannot proceed.

Purpose:

  • Confirm whether the work for the current phase is complete and meets quality standards
  • Confirm whether the project direction is still correct
  • Provide management with an opportunity to make decisions before investing more resources

Key Focus Areas for Each Phase's Tollgate Review

Define Tollgate

Question: Is this project worth doing?

Must be completed:

  • Project Charter approved (Problem, Goals, Scope, Timeline, Budget)
  • SIPOC completed
  • CTQs identified and measurable
  • Business benefit estimation is reasonable (ROI > 3:1 or aligns with strategic priorities)

Pass criteria: Management acknowledges the importance of the problem, and goals are clear and achievable.

Measure Tollgate

Question: Do we truly understand the current situation?

Must be completed:

  • Gage R&R completed, measurement system qualified
  • Baseline capability (Baseline Cpk / Sigma Level) established
  • Data collection plan executed and validated
  • Problem quantified (not just "many defects," but "Part A's defect rate in March was 4.2%")

Pass criteria: Problem description is supported by reliable data.

Analyze Tollgate

Question: Have we truly identified the root causes?

Must be completed:

  • Hypothesized causes validated with data (not brainstorming guesses)
  • Vital Few X factors confirmed
  • Statistically significant relationship between root causes and the problem

Pass criteria: Root causes are supported by data, not opinions.

Improve Tollgate

Question: Is the solution effective and executable?

Must be completed:

  • DOE or other methods have confirmed the optimal solution
  • Confirmation experiments passed
  • Improved Cpk / Sigma has reached the target
  • Implementation plan is feasible (cost, timeline, resources)

Pass criteria: Improvement effects have been verified, not just predicted.

Control Tollgate

Question: Can the improvement results be sustained?

Must be completed:

  • Control plan established and executed
  • SPC control charts are live
  • SOPs updated
  • Operators trained
  • Knowledge transferred to process personnel

Pass criteria: Improvements will not regress after project completion.

Tollgate is Not a Mere Formality

Common problem: Tollgate becomes a supervisor's stamp-of-approval ceremony.

A true Tollgate should have the following:

  • Specific pass/fail criteria (defined in advance)
  • A culture that dares to say "not passed, please complete"
  • Records of review conclusions and action items
